Low-income Californians may qualify for programs that pay Medicare premiums, deductibles, and drug costs.

Medicare Savings Programs (MSPs)

California offers four Medicare Savings Programs that help low-income beneficiaries pay Medicare costs:

Extra Help / Low-Income Subsidy (LIS)

Extra Help is a federal program that helps pay Part D prescription drug costs, including premiums, deductibles, and copays. If you qualify for any MSP, you automatically get Extra Help.

How to Apply

Apply for Medicare Savings Programs through your county Department of Social Services or Medi-Cal office. You can also get help from HICAP counselors.

What is the QMB program?
QMB (Qualified Medicare Beneficiary) is the most comprehensive Medicare Savings Program. It pays Part A and Part B premiums, deductibles, coinsurance, and copays for beneficiaries with income below approximately $1,255/month.
